The International Cricket Council is preparing to make important decisions about the future of international cricket. The governing body is expected to finalize the format for the next World Test Championship cycle and the qualification system for cricket at the Los Angeles 2028 Olympics.
An in-person ICC meeting is expected to take place later this month where these decisions will be discussed and approved. The exact date and location of the meeting have not been officially announced yet.
World Test Championship Likely to Expand to 12 Teams
The ICC is close to approving a 12-team format for the World Test Championship starting from the 2027 cycle.
At present, the tournament includes the nine full Test-playing nations. Under the new plan, Afghanistan, Zimbabwe, and Ireland would also be added to the competition.
This expansion is designed to give more teams the opportunity to play Test cricket regularly and create a more competitive championship.
Proposed Teams in the 2027 World Test Championship
| Category | Teams |
|---|---|
| Current Test Nations | India, Australia, England, South Africa, New Zealand, Pakistan, Sri Lanka, Bangladesh, West Indies |
| New Additions | Afghanistan, Zimbabwe, Ireland |
The ICC Chief Executives’ Committee has reportedly supported the expansion plan. However, some major cricket boards still want clarity on scheduling, qualification rules, and rest periods between series.
Future Tours Programme Focus on Supporting Smaller Nations
The Future Tours Programme is also expected to include measures that help smaller cricket nations play more Test matches.
One of the ideas being discussed is to require teams to play a minimum number of Test matches during each World Test Championship cycle.
Another proposal is to introduce more one-off Test matches. These games would allow smaller nations to compete against stronger teams and gain more experience in the longest format.
Zimbabwe has suggested that teams touring South Africa should also play matches in Zimbabwe during the same trip. This could increase opportunities for Zimbabwe to host international games.
Australia is considering a similar idea later this year, although their plan currently focuses on white-ball matches rather than Tests.

Qualification System for Los Angeles 2028 Olympics
Cricket will return to the Olympics at the Los Angeles 2028 Games. Both the men’s and women’s tournaments are expected to include six teams each.
Under the proposed format, four teams will qualify directly based on rankings from different regions.
Proposed Olympic Qualification Structure
| Region | Qualification Method |
|---|---|
| Asia | Direct qualification through rankings |
| Europe | Direct qualification through rankings |
| Africa | Direct qualification through rankings |
| Oceania | Direct qualification through rankings |
| Americas | United States qualifies automatically as host |
| Final Spot | Global qualifying tournament |
The final place in each tournament will be decided through a global qualifying event expected to take place in 2027.
Earlier plans suggested that women’s qualification might depend on the next T20 World Cup. However, the new system is expected to use the same qualification method for both men’s and women’s competitions.
This approach also means the United States women’s team will qualify automatically as hosts even though their current ranking is lower.
Final Decisions Expected Before ICC Annual Meeting
The ICC aims to finalize all these decisions before its annual conference scheduled for July in Edinburgh.
Earlier plans for meetings were delayed due to travel issues linked to the Middle East crisis. Officials are now working to organize the in-person board meeting later this month.
Bangkok is being considered as a possible venue for the meeting. After the discussions are completed, official announcements about the new formats and qualification systems are expected before the end of April.
